
The usual suspects (customers) at the Bean & Bull this morning were focused on how the Central Intelligence Agency, CIA, had managed to find significant dollars to hire an external consulting company to reorganize internal operations. Apparently, the CIA found the money for this $10 Million project from its coffee fund and did not have to beg Congress for additional funding. Interesting!
While $10 Million does seem like a significant amount of money to working Americans, it is a mere rounding error in a government agency with an annual budget of $12 Billion. You will remember from your government-issued social studies book that when all else fails, and any government organization becomes incestuous and ineffective, the next step is to reorganize, restructure and right size.
